Building Evaluation Platforms and Developing AI Solutions
Establishing a Private-Led Virtuous Cycle System

A "Perfect Storm," a term often used in economics, is battering domestic universities. Three malicious typhoons are combining to threaten universities beyond their capacity to cope: the widening demand gap between metropolitan and regional universities, a sharp decline in the school-age population (projected to drop to 280,000 by 2040—half of the current admission quota), and worsening financial instability due to tuition freezes.

While advanced nations in higher education implement diverse private-led university evaluations, Korea has relied solely on government-controlled assessments and a single newspaper’s evaluation. Consequently, domestic universities have lacked opportunities for inclusive innovation and development through private assessment platforms and feedback. In particular, private universities, which account for 80% of all universities, are now forced to agonize over their sustainability. This sustainability is closely linked to regional extinction and the economy. The key to resolving and judging this social issue lies with Institute of University Evaluation Inc. To enhance brand value and global competitiveness through brand marketing, strengthened IPO capabilities, and innovation in financial health and governance, Institute of University Evaluation Inc, in partnership with The Korea Economic Daily, conducted the 2025 INUE-Hankyung University Brand, Comprehensive, and Foundation Evaluation and presented an innovation evaluation model. By publishing the results on the INUE platform and as top stories in The Korea Economic Daily, and by facilitating various discussions based on feedback from universities and corporations, we have established Korea’s first dual assessment platform for universities and corporations, opening a new chapter for a virtuous cycle between the two.

For domestic universities with medical schools, general hospitals play a massive role in terms of financial soundness and sustainability. The painful lessons from recurring conflicts between the medical community and the government show that internal efforts within the medical sector have limits, and no reform is possible without public trust and participation. We now need a new private framework that pursues both cooperation and competition beyond conflict. Private-led university hospital evaluation is a desperate effort to create a new virtuous cycle system that connects the government, the medical community, patients, and the public on a single platform to exchange communication and feedback.

Institute of University Evaluation Inc. will sustainably implement three action plans—Ranker, Anchor, and Healper—to realize the mission of building a new virtuous cycle system for universities, corporations, and university hospitals.
